Love this take on regular balloons--using ric rac in lieu of curly ribbon. If you really want to liven things up, hide lollipops inside and use as a party favor!
P.S. I saw a sizable ric rac selection at Whimsy Cottage in Holladay. They also carried the large ric rac, which is fabulous too. You couldn't use for this project really but it would be fun to find another use.
